Expressing that concepts such as far-near, known-unknown have become meaningless, the borders have become transparent, the obstacles to mutual interaction have been removed to a large extent, Karaismailoğlu said that thanks to the opportunities offered by the country's strong information and communication infrastructure, he aims to offer the solutions that emerge at the intersection of the transportation sector and information and communication technologies to the service of the citizens. stated their aim.

Karaismailoğlu, informing that 92 billion liras were invested in the communication sector in the period 2003-2021, "I must say with great pleasure that the total investment amount of our country's telecom and mobile operators is 2020 with an increase of 27.3 percent compared to the previous year, despite the difficult epidemic period that shook the giant economies of the world. Emphasizing that they have never considered the development of communication infrastructure and services alone sufficient, Karaismailoğlu stated that it is important for these services to spread in the geography at the speed they develop and for all citizens to benefit.

"Cybersecurity is now a matter of national security." Karaismailoğlu said that according to international research, the cost of losses caused by cyber attacks is predicted to reach 6 trillion dollars worldwide in 2021, therefore ensuring national cyber security is the priority agenda of everyone.

Karaismailoğlu stated that as a result of the measures and studies in the field of cyber security, no significant and permanent damage has occurred in the country so far.

Pointing out that they have prevented hundreds of thousands of attacks targeting Turkey in the last 4 years with KASIRGA, AVCI and AZAD applications, which were developed entirely with domestic and national resources, Karaismailoğlu stated that the development of domestic and national software in the field of cyber security is indispensable.

Karaismailoğlu stated that they continue to invest in increasing the prevalence of fiber infrastructure, which is of critical importance for 5G, which is expected to contribute 4 trillion dollars to the world economy and create 23 million jobs by 2035.

Stating that they have to increase the competencies of cyber incident response teams by continuing to support the development and production of domestic and national hardware and software that will meet the needs of the sector in the field of cyber security, Karaismailoğlu said that the response to cyber incidents is a whole covering before, during and after the incident, and to develop a proactive cyber defense understanding. He said they will continue.

Pointing out that with the exercise, participating institutions aim to improve their ability to resist cyber attacks, improve their internal and inter-institutional coordination, and increase their level of preparedness, Karaismailoğlu said:

"In this process, our institutions will experience the current cyber security risks and effects and become a part of national cooperation in the prevention of cyber threats. We also aim to contribute to their future work by enabling them to see their shortcomings in the simulation environment. Our national cyber security exercises are also valuable for sharing experience between our institutions. Within the scope of the National Cyber ​​Shield Exercise 2021, cyber security teams from 36 institutions and organizations from health to education, from energy to banking, from broadcasting to water management, and 135 cyber security experts in these teams will have the opportunity to test their knowledge and skills. Pirates and terrorists will find expert professionals in front of them.Thanks to the cyber experts we have trained, we will close our gaps, if any, and we will find the methods to eliminate the attacks in the most effective way."

Karaismailoğlu pointed out that the exercise, the technical infrastructure of which was completely developed by USOM, consists of different scenarios including the most common types of cyber attacks, realistic threats and the most up-to-date threat vectors, and wished success to all public institutions and organizations that contributed and participated in the exercise, which will last for 2 days and will be the scene of a fierce struggle. .

Ömer Fatih Sayan, Deputy Minister of Transport and Infrastructure, said that while it is on the way to become a country that produces, develops and performs R&D beyond just being a market, BTK continues its duty as the "protector of the cyber homeland" in cyber security 24 hours a day, 7 days a week.

Expressing that the USOM, which was established within the body of BTK, has been continuing its activities since 2013, Sayan said that in the context of strengthening national cyber security, under the coordination of USOM, it will operate in critical sectors such as "energy, health, banking, finance, transportation, electronic communication, water management". He stated that they formed Incident Response Teams (SOME).

Sayan stated that 16 million internet addresses (IP) were scanned in 1 hour with systems such as AVCI, AZAD, KASIRGA, ATMACA, SINKHOLE and KULE, and 2 million pages of 126 thousand websites were scanned and analyzed in 7 hours. More than 500 different attack signatures are monitored instantly, 4 million fake websites are checked daily." he said.
