11th DEVELOPMENT PLAN AND DEFENSE INDUSTRY

In the past few days, 11th Development Plan was released by The Presidential Strategy and Budget Department of Republic of Turkey. In the introduction part of this plan it is stated that; “The 11th Development Plan (2019-2023) which is the very first development plan of the presidential government system, will be the main roadmap for meeting the basic values and expectations of our nation, raising the international status of our country and increasing the welfare of our people by revealing the development vision of our country with a long-term perspective'.

11th Development Plan Provides A Set Of Policies For All Institutions To Guide Them Determining Their Priority

The Eleventh Development Plan provides a set of policies to guide all institutions for setting priorities in the preparation of other policy documents and strategic plans.  In order to ensure the effective implementation of the policies and measures anticipated in the plan, the Presidential Program, medium-term programs (MTP), Presidential annual programs, regional development and sector strategies, and institutional strategic plans will be prepared on the basis of the Development Plan. In the Development Plan, budget scope of all the policies and the precautions, which will be implemented in order to strengthen the link between the plan and the budget, are strictly taken in consideration.  Public institutions will set out their policies, their investment and current expenditures, and institutional and legal arrangements according to the targets and resources anticipated in the plan.

In This Political And Economic Environment, In A Period In Which New Power And Attraction Centers Created, The 11th Development Plan Was Prepared

The development plan is prepared in an environment in which international cooperation is diversified and became more complicated, uncertainties increased, economic and political balances of power changed rapidly for developed and developing countries, the rebalancing process continues at global level and new power and attraction centers are created at the political and economic level.

Vision, Main Purpose And Principles Of The 11th Development Plan

Eleventh Development Plan offers a long-term perspective with a vision of; “Turkey will be more powerful and prosperous by producing more values and sharing more equitably.” 

Within the scope of this vision, the long-term development objective of the Plan is to increase the international status of our country and the welfare of our people by taking the main values and expectations of our nation as a basis. With 11th Development Plan, it is intended Turkey to enter among the group of countries with high income and the highest level of humanitarian development.  In accordance with this purpose, until 2023, it is aimed to increase the GDP to USD 1,080 billion, per capita income to USD 12,484 and exports to $ 226.6 billion, to reduce the unemployment rate to 9.9 percent and inflation rates permanently to single digits.

It is predicted that the Eleventh Development Plan, as the first five-year of a 15-year perspective, will be implemented strictly and uninterruptedly with a long-term perspective in all areas in which it is designed for, ensuring the initiation of total change and progress.  In the Plan period, it is aimed to increase the human capital through educational thrust and to improve the technology and innovation capability through national technology thrust by transforming the structure of the economy in a way that will ensure the stability and sustainability in the long term.

The Development Plan focuses on providing competitiveness and productivity growth in all areas. The plan consists of five main development axes: stable and strong economy, competitive production and efficiency, qualified people and strong society, livable cities and sustainable environment and the state of law, democratization and good administration.

In terms of all the axis, it is ultimately aimed to realize the vision of “Turkey will be more powerful and prosperous by producing more values and sharing more equitably.”       

With this approach, it is envisaged to increase domestic production and accelerate industrialization, especially in the priority sectors determined in the manufacturing industry.

In addition to the priority sectors, agriculture, tourism and defense industry are identified as primary development areas in the development plan.

Main Objectives About The Defense Industry In The 11th Development Plan

·      “To Supply the Needs with National Technologies and Local Opportunities as much as possible,

·      To Strengthen the Defense Industry Ecosystem,

·      Ensuring the Use of The Skills Acquired in this Field in the Civil Sector” are the main objectives.

Policy And Measures Related To Defense Industry

It is stated in the Policy and Measures section of the plan that the projects which will minimize the dependence on foreign countries regarding the defense industry will be implemented and that the approach of having a product family that can address different operational needs and task areas will be adopted.

In the plan, on the one hand,  while developing defense industry products, a policy and measure was introduced in which maximum external dependence about the system, subsystem and component would be reduced.

Talent Inventory, Localization Roadmap, Academy Of Defense Industry And Visionary Young Project

 In the plan, creating Talent Inventory by developing of industrial competency data infrastructure, determining  ‘Localization RoadMap’, training through ‘Defense Industry Academy’, providing internship and business opportunity to young people within the scope of ‘Visionary Young Project’ and providing sectoral information such as technology competitions are identified as policy and precautionary measure.

Delivery Of Uav Engine Prototype And ‘Land Vehicle Engine’

It is stated that Altay Tank, Domestic Air Defense Systems and Naval Platforms will be added to the inventory, the number of Unmanned Aerial Vehicles (UAV) in the inventory will be increased and UAV Motor Prototype and ‘Land Vehicle Engine' will be delivered during the plan period.

Within the scope of the plan, measures will be taken to strengthen the education infrastructure, to support sector companies, especially SMEs, and increase the cooperation in the export and ecosystem in order to provide the qualified manpower requirements of the sector.

To Meet The Sector's Need For Qualified Human Power, Professional And Technical Schools Related To The Defense Industry Will Be Opened In The Provinces Where Needed

During the Plan period, it is planned to standardize the vocational and technical schools in the areas related to the defense industry by making needs analyzes and to open these schools in the provinces where they are needed.

SMEs Will Be Supported By ICASP And Defense Industry Investment And Development Activities Support Program

In the Eleventh Development Plan; It is expressed that with the Industrial Competence Assessment and Support Program (ICASP, in Turkish; Industrial Competence Assessment and Support Program financial assistance focused on training, consultancy and guidance support will be provided to companies, and financial support will be provided within the scope of the Defense Industry Investment and Development Activities Support Program for all companies operating in the defense industry sector including SMEs.

Cooperation And Coordination Between All Stakeholders In The Sector Will Be Strengthened

Various activities such as Defense Industry Council, common mind workshops, regional industry meetings, technopark meetings, clustering meetings and OIZ meetings will be organized each year to strengthen cooperation, coordination and sharing between all stakeholders in the sector.
